EIT RawMaterials sets out vision for European Critical Raw Materials Centre

The European Commission’s decision to establish a European Critical Raw Materials (CRM) Centre is a strategic opportunity to turn Europe’s raw materials policy framework into industrial capability.

EIT RawMaterials strongly supports this initiative and is ready to play a leading operational role in its implementation, under the strategic authority of the European Commission and Member States.

To contribute to this process, EIT RawMaterials has published a new position paper outlining its vision for the European Critical Raw Materials Centre and how it could help turn Europe’s raw materials strategy into industrial delivery.

The paper proposes an operating and delivery model for the CRM Centre and outlines the role EIT RawMaterials could play as its strategic partner and market-facing operating arm.

Europe has already established much of the necessary policy architecture. The Raw Materials Mechanism, CRMA Strategic Projects, RESourceEU and the G7 Critical Minerals Action Plan now increase the urgency of coordinated implementation.

The proposition put forward by EIT RawMaterials is deliberately practical: the CRM Centre should not become another policy or data layer. It should connect strategic intelligence with markets, projects and finance, providing the execution capability required to translate European priorities into concrete industrial action.

The proposed model is built around four connected pillars:

  1. Strategic intelligence: combining market, project, technology and geopolitical intelligence to identify vulnerabilities and translate them into priorities for action.
  2. Market formation: qualifying supply and demand, aggregating buyer requirements, supporting offtake formation and developing independent price references where opaque markets hold back investment.
  3. Strategic value-chain delivery: moving beyond extraction to address Europe’s “missing middle” in processing, refining, separation, smelting, alloying, advanced materials and recycling.
  4. Stage-gated finance and de-risking: matching each project stage with the right mix of equity, guarantees, mezzanine finance, offtake support and, where justified, price-support instruments.

Strategic stockpiling, preparedness and trusted international corridors would cut across these pillars, strengthening Europe’s ability to respond to disruption while building more resilient supply chains for the long term.

EIT RawMaterials brings an established base for delivery: the Metal & Mineral Platform M2i developed by EIT RawMaterials already integrates more than 2.5 million verified data points for faster, evidence-based decisions; the investment pipeline of ERMA (European Raw Materials Alliance) managed by EIT RawMaterials exceeds €25 billion; and EIT RawMaterials has already deployed more than €700 million across 800+ projects and startups, helping to mobilise around €8.3 billion in additional investment. Europe therefore does not need to build a new delivery ecosystem from scratch.

These capabilities provide a ready-made, market-facing execution layer that can help the CRM Centre move rapidly from strategy to implementation. If mandated, EIT RawMaterials is ready to support this process under the direction of the European Commission and Member States.
