EIT RawMaterials seeks expert support for ZFU compliance and certification to help scale EU-funded distance learning academies in Germany.
EIT RawMaterials invites qualified service providers to submit offers for ZFU Compliance and Certification Support Services to support the European Raw Materials Academy (ERMAcademy) and the European Advanced Materials Academy (EAMAcademy). This procurement will provide expert advisory and operational support in navigating Germany’s regulatory landscape for distance learning, focusing on compliance with the Fernunterricht Protection Act (FernUSG) and related certification by the Zentralstelle für Fernunterricht (ZFU).
Scope of Work
The selected provider will:
- Assess existing training programmes for ZFU relevance and eligibility
- Provide strategic and operational support for certification submission and approval
- Liaise with ZFU and manage the certification lifecycle
- Review pedagogical structure, contracts, and marketing materials for compliance
- Establish repeatable workflows and advisory systems for future submissions
- Provide internal enablement and knowledge transfer for Academy teams
By ensuring ZFU approvals, the engagement will help guarantee full regulatory compliance, build trust with German learners, and enhance scalability in one of Europe’s largest adult learning markets.
Who Can Apply
This opportunity is open to service providers with:
- Proven experience with ZFU compliance and distance learning regulation in Germany
- Understanding of EU-funded education programmes
- Familiarity with business services in education, including legal and consulting domains
- Valid professional liability insurance and registration in relevant trade/professional registers
- At least one reference each in the areas of ZFU certification, EU-funded projects, and raw materials-related education
Participation as a bidding consortium is allowed. The contract will be governed by German law and conducted entirely in English.
