Industrial Symbiosis Expert (CCRI-CoP, RISERS projects)
EIT RawMaterials is requesting proposals for an Industrial Symbiosis Expert to support the CCRI-CoP and RISERS projects by identifying best practices, developing policy recommendations, and creating a standardization roadmap for Europe.
Overview of EIT RawMaterials
EIT RawMaterials is a ‘Knowledge and Innovation Communities’ (KICs) created by the European Institute of Innovation and Technology (EIT), aimed at promoting innovation in the raw materials sector across Europe. Established in 2015, EIT RawMaterials works to secure the sustainable supply of raw materials to the European industry by driving innovation, education, and entrepreneurship along the entire raw materials value chain.

Scope of Work
General Objectives
The objective of this contract is to support the implementation of activities under the Horizon Europe projects Circular Cities and Regions Initiative-Communities of Practice (CCRI-CoP) and Roadmap for Industrial Symbiosis Standardisation for Efficient Resource Sharing (RISERS), by providing external expertise on Industrial Symbiosis (IS). The consultant will contribute to research, stakeholder engagement, analysis and dissemination tasks aimed at identifying best practices, supporting standardization efforts and developing policy and innovation roadmaps for IS across Europe.
The assignment covers 5.5 person-months (PM) to be carried out during 2025 and 2026.
Detailed Scope of Work
The contractor shall provide expert support for the following work packages and deliverables:
- Industrial Symbiosis (IS) Working Group at CCRI-CoP project
- Objective: Identification of best practices in Industrial Symbiosis across cities and regions
- Action targets:
- Participate in external meetings and provide expert input (monthly)
- Contribute to final report
- Performance targets:
- Provide meeting notes and insights to the CCRI partners
- Identify and document at least 5 best practice cases of IS across cities/regions for the final report
- Milestone:
- Final report: 31 Oct 2026
- Budget: 1 PM (0.5 PM 2025, 0.5 PM 2026)
- Duration: 01 Sept 2025 – 31 Dec 2026
- Bridging Research & Innovation (R&I) and Standardization Gaps in Industrial Symbiosis at RISERS project
- Objective: Identify R&I initiatives and priorities for IS standardisation in Europe, analyse barriers and enablers to market entry for innovative CE and IS solutions, produce recommendations for standardisation and develop training materials
- Action targets:
- Map R&I projects on IS standardization in Europe
- Define R&I priorities for IS standardization in Europe
- Identify barriers and enablers for market entry of innovative CE and IS solutions supported by case studies of pilot projects
- Contribute to report on case studies at industrial pilot stage, highlighting barriers and enablers to scale up innovative IS/CE solutions
- Prepare training materials on R&I priorities for IS standardization in media format (e.g. short manual, infographic, video formats)
- Milestones:
- Mapping of R&I projects: Dec 2025
- Defining R&I priorities: June 2026
- Identification of barriers and enablers: Nov 2026
- Performance targets:
- Conduct stakeholder consultations to develop 2-3 case studies at pilot stage to identify barriers and enablers for scaling up innovations
- Contribute to reports on: mapping of R&I projects relevant for IS standardization, R&I priorities for advancing IS standardization in Europe, barriers and enablers for market entry of innovative CE and IS solutions, case study on early industrial symbiosis initiatives
- Prepare 2 training materials on R&I priorities for IS standardization in media format (e.g. short manual, video, infographic formats)
- Budget: 2 PM (1 PM 2025, 1 PM 2026)
- Duration: 01 Sept 2025 – 31 Dec 2026
- Report on Policy Recommendations in Industrial Symbiosis at RISERS project
- Objective: Develop policy recommendations to promote IS in Europe
- Action targets:
- Create report based on multi-stakeholder consultation process, incl. industry, academia, and wider society (minimum of 30 participants)
- Focus on mineral raw materials and energy
- Milestones:
- Final report: Dec 2026
- Performance targets:
- Consult minimum of 30 stakeholders (via surveys and interviews)
- Provide at least 5 actionable policy recommendations in the final report
- Budget: 1.5 PM (0.5 PM 2025, 1 PM 2026)
- Duration: 01 Sept 2025 – 31 Dec 2026
- Final report: Stakeholder consultation to create final EU Roadmap towards a resilient Industrial Symbiosis at RISERS project
- Objective: Develop a roadmap for IS standardization
- Action targets:
- Organise and facilitate meetings with working groups to gather input and validate findings
- Contribute to final report/roadmap providing guidance for standardisation experts
- Focus on steel, batteries
- Milestones: Dec 2026
- Performance Targets:
- Identify and document at least 5 priority areas for future IS standardisation activities
- Ensure the roadmap is aligned with outputs from other work packages
- Budget: 1 PM (0.5 PM 2025, 0.5 PM 2026)
