Open call for tenders: Learning Management System for the European Raw Materials Academy and the European Advanced Materials Academy

1. About the assignment

EIT RawMaterials GmbH is inviting tenders for the supply, implementation and operation of a cloud-hosted Learning Management System (LMS) for the European Raw Materials Academy (RMA) and the European Advanced Materials Academy (AMA).

 

2. About the assignment

The RMA and AMA are EU-funded flagship initiatives supporting the upskilling and reskilling of Europe's raw and advanced materials workforces. Both Academies are building a portfolio of mixed-format training programs, with the combined ambition of reaching 300,000 learners. The LMS will serve as the central hosting environment for the Academies' own training modules and as the reporting backbone for the learners trained through them.

 

Key requirements include:

  • Hosting of SCORM-based self-paced modules, alongside video, downloadable files and web content
  • Assessments, completion certificates and/or digital badges
  • Configurable, branded transactional emails
  • An automated, well-documented metadata interface (e.g. API) to feed the Academies' unified course catalogue on the EIT RawMaterials website
  • Enrolment and completion reporting into a central third-party reporting database
  • Full white labelling under EIT RawMaterials and individual Academy branding
  • EU-based, GDPR-compliant hosting and a robust information security posture
  • Conformance with WCAG 2.1 (Level AA or higher) and EN 301 549
  • Off-the-shelf readiness and low administrative burden for a small in-house administrative team
  • Token-based pricing (one token = one learner enrolment), scoped to at least 200,000 unique learners and 300,000 enrolments over the contract period
  • Tiered multi-tenancy for selected third-party training providers, to be scoped as a distinct optional component

 

3. The procedure

  • Type: open procedure pursuant to section 119(3) GWB and section 15 VgV
  • Contracting entity: EIT RawMaterials GmbH, Knesebeckstr. 62, 10719 Berlin, Germany
  • Lots: the contract is not divided into lots; variant tenders are not permitted
  • Language: English (tenders, communication and all supporting documents); German law governs the contract
  • Contract term: annual contracts running to a likely end in July 2029, in line with Academy funding, with the possibility of 12-month extensions should further funding be secured
  • Award criteria: most economically advantageous tender on a best value-for-money basis — technical and functional proposal 60%, financial offer 30%, team experience and expertise 10%

 

4. Key dates

  • Launch of procurement procedure: 10th August 2026
  • Deadline for questions: Monday, 14 September 2026
  • Tender submission deadline: Tuesday, 22 September 2026, 12:00 (CEST)
  • Binding period until: Friday, 20 November 2026

 

5. How to participate

The procurement procedure is conducted electronically via the German Procurement Portal (Deutsches Vergabeportal, DTVP). All procurement documents are available there free of charge and without restriction, and tenders must be submitted through the platform. Registration is required in order to submit a tender, and interested economic operators are encouraged to register and test the electronic submission tools well before the deadline.

Questions about the procedure may only be submitted via the DTVP messaging function, no later than seven calendar days before the tender submission deadline. Enquiries by telephone, post, fax or email cannot be answered. Answers are published to all interested parties via a continuous Q&A list, which forms part of the procurement documents.
