Call for Proposals: LMS Implementation Support and Consultancy - Retainer Engagement

EIT RawMaterials invites experienced providers to submit proposals for the ongoing Learning Management System (LMS) implementation support and consultancy under a retainer arrangement, serving the European Raw Materials Academy (RM Academy) and the European Advanced Materials Academy (AM Academy).

Overview of EIT RawMaterials

EIT RawMaterials is a ‘Knowledge and Innovation Communities’ (KICs) created by the European Institute of Innovation and Technology (EIT), aimed at promoting innovation in the raw materials sector across Europe. Established in 2015, EIT RawMaterials works to secure the sustainable supply of raw materials to the European industry by driving innovation, education, and entrepreneurship along the entire raw materials value chain. We are a knowledge-driven business and a catalyst for industrial progress. Our offerings leverage our expertise and that of our network – the world's largest network in the raw [and advanced] materials sector – which includes companies at every stage of evolution, from start-ups to market leaders, along with leading international universities, research organisations, and top experts and future talent from the sector. Our activities span from mining and mineral processing to material recycling and substitution, focusing on increasing resource efficiency and fostering a circular economy.

Overview of the Academies

The European Raw Materials Academy (RM Academy) and the European Advanced Materials Academy (AM Academy) are key components of Europe’s industrial skills strategy, funded by the European Commission and implemented by EIT RawMaterials.

The European Raw Materials Academy focuses on upskilling and reskilling Europe’s raw materials workforce across the entire value chain, from exploration and processing to recycling, circularity, and responsible sourcing. It primarily serves industrial professionals, SMEs, large enterprises, and public authorities through vocational, executive, and lifelong-learning formats.

The European Advanced Materials Academy strengthens Europe’s leadership in advanced and sustainable materials. It targets students, researchers, and professionals working in high-performance materials for sectors such as energy, mobility, electronics, and construction, promoting cross-disciplinary and future-oriented skills.

Both Academies will offer high-quality, future-oriented learning programmes aligned with EU policy priorities such as the Critical Raw Materials Act, the Advanced Materials for Industrial Leadership, and the Green Deal Industrial Plan.

 

Purpose of Assignment

Following the successful go-live of the Academies’ MVP LMS platform and public-facing training microsite, this engagement seeks a flexible, on-call technical advisory partner to support the platform’s maturation phase. The selected provider will deliver targeted guidance across key areas, including digital credentialing and Sertifier/EuroPass integration, SCORM/xAPI compliance, payment and commerce configuration, microsite and API integration, reporting and KPI configuration, and general platform administration. 

The engagement is advisory-only — the provider will guide the internal EIT RawMaterials team, who retain responsibility for implementation. The initial retainer period is 4–6 months, with an estimated volume of 10–20 advisory hours and a target budget of €10,000–€14,000. 

Scope of work

The selected provider will: 

  • Conduct an initial discovery session to assess current platform configuration and priorities
  • Provide on-call advisory support during business hours, with 1–2 business day response times
  • Advise on credentialing workflows, payment infrastructure, content connector setup, and reporting dashboards
  • Support documentation and knowledge transfer to an incoming internal LMS administrator
  • Collaborate with the WP4 team, the LMS vendor, and third-party integration partners 

 

Timeline

  • 31 March 2026 – RfP published on EIT RawMaterials website
  • 10 April 2026 – Deadline for submitting proposals (in English)
  • 16 April 2026 – Intended award notification
  • 27 April 2026 – Intended contract signature 

Proposals must be submitted by email and include a technical offer, a financial offer in EUR (net + VAT), GDPR compliance information where relevant, insurance coverage details, and a signed Tenderers’ Declaration.
