RESourceEU Plan: New Mandates for Permanent Magnet Manufacturing and Recycling

Join us for the 9th Rare Earth Roundtable, hosted by EIT RawMaterials Strategic Impact Group Network (SIGN) under the MAGELLAN Project, focusing on “Keeping Magnets in Europe: From Scrap Leakage to Secure Supply – What RESourceEU changes for recycling and manufacturing”.
The session is framed around the European Commission’s adoption of the RESourceEU Action Plan and what it practically means for Europe’s rare earth permanent magnet value chain—at a moment when end-of-life collection remains limited, rare earth recycling rates in the EU are still low, and valuable magnet scrap and EoL products risk “leaking” out of Europe or being under-utilised. We will explore how improved feedstock access, incentives, and clearer market signals could accelerate EU recycling capacity and support the scale-up of magnet manufacturing initiatives, strengthening competitiveness and resilience.
The event aims to:
- Clarify the main provisions and implementation priorities of RESourceEU and how they build on the Critical Raw Materials Act (CRMA) for the rare earth permanent magnet chain.
- Discuss the proposed CRMA amendment to expand permanent magnet labelling requirements and the move to recognise both pre- and post-consumer waste in recycled-content declarations.
Examine the Commission’s intention to propose restrictions on exports of permanent magnet scrap and waste by Q2 2026, including what traceability, coding and enforcement would be needed to make such a measure effective.
