Content Repackaging into SCORM-Compliant Modules
EIT RawMaterials seeks qualified eLearning development providers to repackage six legacy HTML-based courses into SCORM 1.2/2004-compliant modules. The initiative aims to ensure accessibility, LMS compatibility, and compliance with the Barrierefreiheits-Stärkungsgesetz (BFSG) and related European digital learning standards.
Objective
EIT RawMaterials seeks qualified eLearning development providers to repackage six legacy HTML-based courses into SCORM 1.2/2004-compliant modules. The initiative aims to ensure accessibility, LMS compatibility, and compliance with the Barrierefreiheits-Stärkungsgesetz (BFSG) and related European digital learning standards.
Background
The project supports the European Raw Materials Academy (ERMAcademy) in modernizing its training portfolio for deployment via the Skills Hub and Cornerstone OnDemand (CSOD) LMS. This effort contributes to a high-quality, accessible, and compliant education offering aligned with the EU Green Deal Industrial Plan, Critical Raw Materials Act, and Digital Services Act.
Scope of Work
Vendors will:
- Convert 6 HTML-based legacy courses using Articulate 360 into SCORM-compliant modules
- Ensure compliance with WCAG 2.2 AA, BFSG, BITV 2.0, ISO standards
- Maintain full instructional fidelity—no new content development
- Perform light video editing to remove legacy platform branding
- Optional: Provide localization into German
- Deliver all source files, QA reports, and accessibility documentation
Compliance Standards
Courses must conform to multiple frameworks, including:
- Barrierefreiheits-Stärkungsgesetz (BFSG)
- WCAG 2.2 AA
- EQF descriptors, ASIIN, ECTS
- ZFU (if applicable)
- EU Microcredentials Framework
- GDPR, Digital Services Act, BITV 2.0, Web Accessibility Directive
Eligibility Criteria
Applicants must:
- Be legally registered and able to invoice in EUR
- Demonstrate prior experience with SCORM development using Articulate
- Provide evidence of GDPR compliance
- Be free of EU trade restrictions or sanctions
- Ideally have experience with accessibility-focused eLearning design for the German/EU context
Budget
Vendors must quote a fixed price per course, including optional localization costs. Payment will follow milestone-based terms. The scope may be adjusted depending on course IP availability.
Timeline
- RFP published: 17 June 2025
- Clarification deadline: 20 June 2025
- Submission deadline: 25 June 2025
- Notification of award: 30 June 2025
- Contract signature: 03 July 2025
- Final delivery: 22 August 2025
