CRM Facility – Call for Proposals - Ex-Ante Assessment for the Development of EU Financial Instruments for SRM projects in Greenland

EIT RawMaterials e.V. and GmbH invites you to respond to this Request for Proposal (RfP) on consulting services for the CRM Facility Project. The CRM Facility project, initiated in October 2024 by European Commission, aims at diversifying Europe’s raw materials supplies and reduce dependencies on a single or few countries. Coordinated by EIT RawMaterials, the project aims at strengthening global partnerships and developing international projects to build sustainable and resilient CRM value chains. Introduction

Investment in CRM projects in Greenland is currently constrained by a range of market failures and sub-optimal investment conditions across the project life-cycle, from early-stage project development to construction, operation, refinement and final off take. In accordance with Articles 34 and 212 of the EU Financial Regulation, any future EU financial instrument must be based on an ex-ante evaluation assessing the rationale, objectives, options, risks, and expected impacts of EU intervention.

Analytical work in this area provided an initial analytical basis on Greenland’s CRM endowment and strategic relevance. The present assignment shall build on this and other relevant existing analyses.

The primary users of the ex-ante assessment will include relevant Commission services. This assignment aims to deliver a comprehensive ex-ante assessment that will guide the design of future EU financial instruments to support CRM projects in Greenland over the coming years, starting in 2026.

 

Description of the assignment

The objective of the assignment is to provide the European Commission with an ex-ante evaluation, compliant with Articles 34 and 212 of the Financial Regulation, to support a decision on the potential use of an equity financial instrument for CRM projects in Greenland.


 The assessment shall in particular:

  • identify and analyse market failures or sub-optimal investment situations affecting equity investments in CRM projects in Greenland;

  • demonstrate the added value, additionality and proportionality of EU intervention through an equity instrument;

  • justify the choice of equity as the appropriate type of financial operation in light of policy objectives, risks and expected budgetary effects;

  • assess expected impacts, key risks and leverage effects;

  • provide clear operational conclusions to inform possible instrument design.

Desired profiles

  • The tenderer shall propose a multidisciplinary team collectively covering the following profiles:

  • Expert in EU financial instruments, with proven experience in ex-ante assessments and equity instruments under the EU Financial Regulation or comparable frameworks;

  • Expert in mining / raw materials investment, with experience in assessing equity risk and economic viability of capital-intensive projects;

  • Expert in Greenland regulatory and institutional context, with knowledge relevant to CRM project development.

A single expert may cover more than one profile.

 

 

Deliverables

  1. Inception note outlining the proposed methodology and work plan.

  2. Draft ex-ante assessment report for Commission comments.

  3. Final ex-ante assessment report, compliant with Articles 34 and 212 of the EU Financial Regulation.

The report must be clear and concise, evidence-based and operational, not exceeding 40 pages (plus annexes).


 

Key Dates

  • 23 Mar. 2026: RfP published
  • 26 Mar. 2026: ​Request for clarification deadline
  • 30 Mar. 2026​: Deadline for proposal submission (8am CET)
  • 31 Mar. 2026​: Notification of award
  • 1 Apr. 2026: Contractual signature

 

  • The full draft report shall be delivered on April 17th for EU Commission feedback until April 24th, and final validated version by April 30th, 2026.
