Call for Proposals: AI-powered Educational Content Creation Platform
EIT RawMaterials invites proposals from qualified providers of enterprise-grade, AI-powered educational video creation platforms to support the European Raw Materials Academy (RM Academy) and the European Advanced Materials Academy (AM Academy). The selected provider will supply, configure, and support a scalable, secure, and multilingual AI video creation platform to underpin the Academies’ digital learning and training activities.
Overview of EIT RawMaterials
EIT RawMaterials is a ‘Knowledge and Innovation Communities’ (KICs) created by the European Institute of Innovation and Technology (EIT), aimed at promoting innovation in the raw materials sector across Europe. Established in 2015, EIT RawMaterials works to secure the sustainable supply of raw materials to the European industry by driving innovation, education, and entrepreneurship along the entire raw materials value chain. We are a knowledge-driven business and a catalyst for industrial progress. Overview of the Academies
The European Raw Materials Academy (RM Academy) and the European Advanced Materials Academy (AM Academy) are key components of Europe’s industrial skills strategy, funded by the European Commission and implemented by EIT RawMaterials.
The European Raw Materials Academy focuses on upskilling and reskilling Europe’s raw materials workforce across the entire value chain, from exploration and processing to recycling, circularity, and responsible sourcing. It primarily serves industrial professionals, SMEs, large enterprises, and public authorities through vocational, executive, and lifelong-learning formats.
The European Advanced Materials Academy strengthens Europe’s leadership in advanced and sustainable materials. It targets students, researchers, and professionals working in high-performance materials for sectors such as energy, mobility, electronics, and construction, promoting cross-disciplinary and future-oriented skills.
Both Academies will offer high-quality, future-oriented learning programmes aligned with EU policy priorities such as the Critical Raw Materials Act, the Advanced Materials for Industrial Leadership, and the Green Deal Industrial Plan.
Purpose of Assignment
The purpose of this procurement is to secure an AI-powered video creation platform that supports the systematic, scalable, and sustainable development of digital learning content, and that:
- Enables consistent quality and branding across Academy training materials
- Supports multilingual delivery and localization at scale
- Ensures institutional control over content, IP, and reuse
- Reduces production costs, operational bottlenecks, and vendor lock-in risk
- Supports portfolio growth without fragmentation or dependency on bespoke production workflows
The platform will be used for newly developed Academy content, the adaptation of existing materials, and the localisation and reuse of internally and externally produced learning assets.
Scope of collaboration
The Provider shall supply and support an AI-powered video creation platform covering, at a minimum, the following areas:
1. AI-Enabled Video Creation:
Provision of tools enabling efficient creation of professional educational video content using AI-assisted avatars, narration, scripted dialogue, animation, and media integration suitable for training and instructional use.
2. Multilingual Production & Localisation:
Capabilities for rapid translation, dubbing, captioning, and localisation of video content across multiple languages, preferably covering a broad range of EU languages. The ability to localise externally produced content (e.g. existing MP4 or SCORM files) is considered an added value.
3. Content Reuse, Adaptation & Versioning:
Support for updating, re-editing, repurposing, and versioning content to reflect evolving curricula, regulatory requirements, or sector-specific adaptations, without requiring re-production from scratch.
4. Training & Learning Use Cases:
Suitability for a range of professional education formats, including:
- Instructional and explainer videos
- Onboarding and induction materials
- Compliance and regulatory training
- Micro-learning and modular learning units
The platform must support export in standard formats (including MP4 and SCORM-compatible packages) and integration into LMS-based learning journeys.
5. Accessibility, Regulation & Responsible AI
Support for captions, subtitles, and accessibility features aligned with inclusive design principles and applicable regulatory requirements. The Provider must demonstrate compliance with EU-wide requirements for the use of AI in education and responsible AI practices.
6. Enterprise & Institutional Readiness
Features supporting organisational use, including:
- User and license management
- Brand kits and templates
- Secure access control
- Integration with existing digital learning environments
Required Expertise
The Provider must demonstrate:
- Proven platform to deliver enterprise-grade AI video
- Suitability for professional education, training, and institutional communication
- Strong security, privacy, and AI governance posture
- Compliance or alignment with recognised standards (e.g. ISO/IEC 27001, 27701, 42001)
- Clear IP and data protection model aligned with institutional ownership requirements
- Ability to support multilingual, cross-border educational use cases
Contractual & Working Modality
- Engagement type: Software-as-a-Service (SaaS) contract with an enterprise platform provider
- Contract duration: Initial term of one (1) year, with the option for one (1) additional year extension
- Licensing: Minimum of three (3) editor licenses; unlimited standard video creation as defined in the RfP

Proposals must be submitted in English and include:
- Technical proposal describing the platform, functionality, compliance posture, and support model
- Financial proposal covering the full evaluated price (initial year + optional extension)
- Signed Tenderers’ Declaration Form
- GDPR and data protection compliance information

Evaluation
Proposals will be evaluated based on:
- Technical quality and compliance: 70%
- Financial offer: 30%
This is an open procurement procedure. Applicants are not required to be members of the EIT RawMaterials network, and no preferential treatment will be given to affiliated entities.
